VOCs (Volatile Organic Compounds) have been highlighted as the restrictive index of total emission reduction according to the Fourteenth Five-Year Plan, whose prevention and control will be brought in full swing for air pollution control in China in the foreseeable future. The pair, National Engineering Laboratory of VOCs Pollution Control Technology and Equipment, plus Special Committee for VOC Pollution Prevention and Control of Chinese Society for Environmental Sciences, called together domestic professional companies and industry experts on VOCs pollution control, for the founding of VOCs Treatment Safety (Technology) Federation, on the occasion of the Collaborative Prevention and Control Technology Against VOCs Pollution for Carbon Neutrality Annual Symposium.
In a nod to the Fifth Plenary Session of the 19th Central Committee of the CPC, as well as the campaign on new development concept, coordinated control of fine particulate matters and ozone, VOCs emission reduction, pollution reduction and carbon reduction for elevated environmental air quality, the Annual Symposium of Collaborative Prevention and Control Technology Against VOCs Pollution for Carbon Neutrality was held in Nanchang City, Jiangxi Province, from May 14 to 16, 2021. It was jointly sponsored by the duo, South China University of Technology, plus Special Committee for VOC Pollution Prevention and Control of Chinese Society for Environmental Sciences, and hosted by Nanchang University. It was to deal with three directions: cutting-edge technology, system mechanism and regulatory strategy of industrial VOCs treatment under the carbon neutrality target.

Six sub-forums were held during the Symposium, in regard to VOCs prevention and control, monitoring, treatment, control and more. At the Symposium on “VOCs Treatment System Safety Control”, Dr. Mao Zhiming, director of VOCs business line of Dalian Megaunity Environmental, delivered an amazing speech on the theme of “On Safety of Organic Waste Gas Treatment Technology in Chemical Industry”. “Given the fact that VOCs waste gas contains complex and diverse components, sparkling variable emission conditions, we have to, on the basis of targeted treatment technology, bring out related targeted solutions, as per special working conditions of enterprises in need.” Dr. Mao pinpointed a whole lot of problems arising in treatment process: first, adsorption process, and some safety considerations during usage; secondly, the balance point between values and energy consumption resulting from the waste gas recycling process; thirdly, during the oxidation technology design, in the process of waste gas volume and concentration check, and field investigation, sufficient safety margin has to be reserved, whose insufficiency, otherwise, will result in safety risk. Dr. Mao stressed that the workforce should gravitate towards the essence of treatment technology, in order to offer safe, stable, effective and economical operation solutions, as well as premium technical services for in-demand enterprises, thereby catering to their needs.
Symposium on “VOCs Treatment System Security Control”

On May 15 and 16, “Unveiling Meeting of VOCs Control Safety (Technology) Federation” was launched with the team-up of the duo, National Engineering Laboratory of VOCs Pollution Control Technology and Equipment, plus Special Committee for VOC Pollution Prevention and Control of Chinese Society for Environmental Sciences. Initiated by Mr. Ye Daiqi, Professor of South China University of Technology, also director of National Engineering Laboratory of VOCs Pollution Control Technology and Equipment, the closed-door meeting was sponsored by Dalian Megaunity Environmental Technology Co., Ltd.
A considerable precursor to the generation of ozone and fine particulate matters near the surface layer, VOCs have been targeted as the restrictive index of the total emission reduction in the Fourteenth Five-Year Plan, with its pollution control being a priority for air pollution control in China in the foreseeable future.
The VOCs Control Safety (Technology) Federation was unveiled to activate industry exchanges for elevated overall safety awareness and ability across VOCs control industry, thus spurring its orderly and sustainable development, further facilitating green development and ecological civilization construction in the new era. This unveiling ceremony finalized the contents of the Federation’s Proposal, outlining major terms involving aim, objectives, tasks and organizational structure of the Federation, paving the way for subsequent regular exchange, case experience sharing, and mutual discussion of security countermeasures between members.

At the Collaborative Prevention and Control Technology Against VOCs Pollution for Carbon Neutrality Annual Symposium, the National Laboratory joined hands with distinguished domestic control enterprises and industry specialists, for a plan to launch a VOCs Control System Safety Federation. A small-scale closed door meeting was held to address relevant issues, followed by long-term tracking for a rational and sound development of the industry.

Mr. Yao Weiguo, chairman of Dalian Megaunity Environmental Technology Co., Ltd, argued: “Supported by substantial VOCs treatment technology, industry specialists and workforce should deliver targeted, safe and reasonable solutions and system equipment for the demand side, on the basis of system safety. In the case of safety accidents or problems, we should deal with them rationally and make an objective analysis. As part of the efforts to address problems for industry experience and inspiration, we can, radically, give a boost to industry technical skills and safety design ability, motivated by our collective wisdom of VOCs Federation.”

At the the unveiling meeting, experts and enterprise representatives were engaged in a heated discussion, sharing their insights on the establishment of a mechanism for prevention and sharing of safety accidents in the whole process of design, manufacturing, installation, operation and maintenance of VOCs treatment facilities, as well as on the technical improvement of VOCs pollutants control safety in China.
Given the global landscape, among the principal contributors to carbon emissions in 2018, China has an overwhelming way to go in terms of targeted carbon neutrality until 2060. The inception of VOCs Federation seeks to work on an approach to safer, healthy and sustainable development of VOCs treatment sector, in an effort to contribute to China's all-round VOCs reduction for increasingly better environmental air quality.
